Can the archbishop, as Apostolic Administrator of X, validly and licitly make the new appointments that will take effect on July 1 of next year? If so, must he do this before he takes possession of the Archdiocese of Y? If he can validly make these appointments, would they need to be confirmed by the new bishop? |
