Résumé:The regulation of the Vatican administrative system originates in 1929, when the Vatican City State was established, and develops in time through subsequent actions. In 1969 Pope Paul VI approved the first organic law on this matter. In 2002 Pope John Paul II approved the second law on the Government of Vatican City State: the measure was necessary to transpose the new "Fundamental law", dated November 25, 2000, into the governance system. Today Pope Francis - through the motu proprio "Fin dall 'inizio ", dated November 25, 2018 - introduced a new reform of this sector. The reform points in the direction of a more efficient government, to respond adequately to the needs of modern times. The Vatican City State and its government, in effect, are functional to the needs of the Holy See.
