| Résumé: | In a world in constant transformation, the safety is a permanent needin the human being. Not even the most advanced western societies have obtained for his citizens the certainty of this safety in his lives. The safety concept is asocial construction that, therefore, changes in the time and in the space, changes in his content but what does not change is his importance in the life of the persons. With regard to the Human rights it is reason and consequence. As reason,it explains that other rights could not be guaranteed if there is not guaranteed the safety of the citizens of a state. As consequence, it is necessary to beconscious that the breach of the rest of the rights generates insecurity. En un mundo en constante transformación, la seguridad se configuracomo una necesidad permanente en el ser humano. Ni siquiera las sociedades occidentales más avanzadas han conseguido para sus ciudadanos la certeza de esa seguridad en sus vidas. El concepto de seguridad es una construcción social que, por tanto, varía en el tiempo y en el espacio, varía en su contenido pero lo que no varía es su importancia en la vida de las personas. Respecto a los Derechos Humanos es causa y consecuencia. Como causa, explica que no se puedan garantizar otros derechos si no está garantizada la seguridad de los ciudadanos de un estado. Como consecuencia, hay que ser conscientes de que el incumplimiento del resto de los derechos genera inseguridad. |
