Descripción
Sumario:Origin and Development of Propaganda Fide "Special Faculties". Historical Aspects. The progressiv introduction of special faculties in the official governance of the Congregation for the Evangelization of Peoples is strictly linked to the quantitative and qualitative evolution of the system of autonomous competences granted to the missionary dicastery. The "Peridous facultatum" is directly connected with missionary canon law evolution and reinforcement; together with progressiv und multiple interventions to reoganize Church government structure, it has gradually been absorbed, also if only partially, into the phenomenon of codifications. In the perpective of giving a new shape to central/local government relationship, the Second Ecumenical Vatican Council put in practice the doctrine on episcopacy and the principle of pontifical reserve. All this formed the basis for a renewed role of the Congregation for the Evangelization of People. As a matter of fact, the dicastery government is grounded on genetically und historically inalienable cpompetences performed in the actual mission government practice.
