It happens, for instance, that an alleged act was committed with a minor over the age of sixteen at a time when the applicable ecclesiastical law set the minimum age at sixteen for the act to constitute an ecclesiastical crime. Besides that, the cleric sometimes was not yet ordained when the act was supposed to have occurred. May the bishop still act in such a case? If so, can he use the charter as the authority for his actions? |
