Resumo: | What are the respective roles of the episcopal council (c. 473 §4) and the presbyteral council (c. 495 §1)? What is the relationship of these two councils in the ministry of governance of the diocesan bishop? These are the two questions to which the author attempts to bring some answers, pointing out immediately the constitutive aspect of 'governance' in the 'ministry' of the diocesan bishop. The presbyteral council and the episcopal council are formally recent institutions; they are like one another, but in different ways. Their specific contribution to the pastoral governance of the diocese is not always honored in practice. That is why, after a review of the nature and purpose of these two institutions, the author comes to propose some recommendations for the proper functioning of these institutions. Quels sont les rôles respectifs du Conseil épiscopal (c. 473 §4) et du Conseil presbytéral (c. 495 §1)? Quelle est l'articulation de ces deux Conseils au service du gouvernement de l'évêque diocésain ? Telles sont les deux questions auxquelles l'auteur s'efforce d'apporter des éléments de réponse en soulignant d'emblée l'aspect constitutif du «gouvernement» dans le «ministère» de l'évêque diocésain. Le Conseil épiscopal et le Conseil presbytéral sont formellement des institutions récentes; ils sont l'un comme l'autre, mais à des titres divers. Leur contribution spécifique au gouvernement pastoral du diocèse n'est pas toujours honorée dans les faits. C'est pourquoi, après un examen de la nature et de la finalité de ces deux institutions, l'auteur en arrive à proposer quelques recommandations pour un fonctionnement approprié de ces institutions. |
