| Summary: | L'articolo vuole affrontare la realtà della Caritas diocesana sotto il profilo canonistico. Lo fa con particolare attenzione alla realtà italiana. Dopo aver presentato il recente magistero di papa Francesco rivolto alla Caritas italiana, in particolare il suo fondamentale discorso in occasione del cinquantesimo di questo organismo espressione della Chiesa in Italia, si riassume l'evoluzione giuridico-pastorale della stessa Caritas italiana e le indicazioni che sono maturate nel corso del tempo riferite alle Caritas diocesane. Si ricordano poi alcune norme dell'ordinamento italiano che interessano il mondo Caritas, in particolare le disposizioni concordatarie e la riforma del terzo settore. Vengo poi affrontate le questioni attuali di carattere giuridi co che interessano le Caritas diocesane: la loro strutturazione odierna; la domanda sull'essere la Caritas diocesana un ufficio di curia o un soggetto pastorale; le tre attenzioni necessarie per l'oggi: una Caritas diocesana più attenta alle funzioni tipiche di un ufficio di curia rispetto all'attività diretta, un maggiore impegno nel coinvolgere le realtà terze che operano nel campo caritativo, lo sforzo di un maggior coordinamento “orizzontale” tra uffici di curia. Si fa poi un accenno agli attuali tentativi di riforma delle curie diocesane, che non devono però fare perdere la specificità e la riconoscibilità ei diversi ambiti, compresa la Caritas diocesana. Il’contributo si conclude con un accenno al tema decisivo della comunicazione. The article seeks to address the reality of diocesan Caritas from a canonical perspective. It does so with particular attention to the Italian reality. After presenting the recent magisterium of Pope Francis addressed to the Italian Caritas, particularly his Jundamental speech on the occasion of the fiftieth anniversary of this organism of the Italian Church, it summarizes the juridical-pastoral evolution of the Italian Caritas itself and the indications that have matured over time referring to diocesan Caritas. It then recalls some norms of the Italian legal system that affect the Caritas world, in particular the concordat provisions and the reform of the third sector. Current legal issues affecting diocesan Caritas are then addressed: how they are structured today; the question of whether diocesan Caritas is a curia office or a pastoral subject; the three necessary attentions for today: a diocesan Caritas more attentive to the typical functions of a curta office than to direct activity, a greater commitment to involve third parties working in the charitable field, the effort of greater ‘horizontal’ coordination between curia offices. A mention is then made of the current attempts to reform diocesan curias, which must not, however, lead to a loss of the specificity and recognisability of the different areas, including diocesan Caritas. The contribution concludes with a mention of the pivotal topic of communication. |
